The National Governors Association (NGA) seeks an experienced professional to join us as a Program Director/Senior Policy Analyst, Environment, Energy & Transportation (EET). The position will focus on the areas of energy, including its intersections with environment as well as transportation and infrastructure. The Program Director position is a supervisory position, the Senior Policy Analyst position entails management of staff including peers on a project-specific basis.
NGA is the bipartisan organization of the nation’s governors. Through NGA, governors share best practices, speak with a collective voice on national policy and develop innovative solutions that improve state government and support the principles of federalism.
The NGA Center for Best Practices Environment, Energy & Transportation Division (EET) provides information, research, policy analysis, technical assistance and resource development for governors and their staff in the areas of energy, environment and transportation sectors. The division focuses on several issues, including developing a modern electricity grid including increased electrification of the electricity and transportation sectors, enhancing energy assurance, improving the use of energy efficiency, enhancing state resiliency across the energy, natural resources and transportation sectors, exploring the use of alternative fuels for transportation, protecting and cleaning up the environment, exploring innovative financing mechanisms for energy and infrastructure, helping states incorporate new digital and connected technologies, and developing a transportation system that safely and efficiently moves people and goods.
Provide thought-leadership for the NGA around topics of energy more broadly, including developing project ideas and strategic partnerships and providing input to the NGA Office of Government Relations about key state issues and concerns.
Guide/contribute to the energy-related activities under the 2017-2018 NGA Chair’s Initiative of Nevada Governor Brian Sandoval (“Ahead of the Curve: Innovation Governors”) including an energy innovation state policy roadmap and related follow-on efforts.
Provide state policy "best practice" data and technical assistance to governors' policy advisors, other state policymakers, and to NGA committees, task forces, and other work groups. Establish and maintain relationships with key individuals and groups within and outside NGA to stay current on policy issues and complete projects;
Manage staff/projects and assist with staffing and workplan development;
Execute on multiple aspects of projects, including with states and external partners. This includes leading/assisting with managing projects and fundraising, i.e., writing proposals, developing project budgets, developing and managing relationships with funders, working with sub-contracts and consultants, and ensuring the timely production of deliverables;
Lead the development of and participation in workshops, conferences, and seminars as well as make presentations and facilitate panel discussions and state strategy sessions;
Write reports, articles, issue briefs, case studies, guides, roadmaps and memoranda on policy issues and best practices of relevance to governors and their policy staffs and other state policymakers and help develop multi-media products such as infographics and “story” maps; and
Provide content for NGA websites and electronic portals related to relevant issue areas and utilize web-based communication vehicles.
